DUBUQUE, Iowa — A 53-year-old man was arrested early Monday on charges that include first-degree arson following an incident near the intersection of East 24th and Jackson streets.

Javier Reyes-Ramos, was taken into custody at 3:27 a.m. on Sept. 7, 2026, according to Dubuque Police Department records. The arrest is documented under report number AR 2026006071. The arresting officer is identified as Kimball, J.

Reyes-Ramos faces three charges:

•  Arson in the first degree, a felony

•  Public intoxication, a misdemeanor

•  Warrant out of state, a misdemeanor

First-degree arson is a Class B felony under Iowa law and carries a potential sentence of up to 25 years in prison.
