DUBUQUE, Iowa — Jasmine Lashay Cotton, 31, of Dubuque was arrested Friday on charges of temporary custody hold for the Department of Corrections and probation violation.

Cotton, was taken into custody at 770 Iowa St. at approximately 10:30 a.m. July 31, 2026, on a temporary custody hold for the Department of Corrections (felony). She was arrested again later the same day at 4:47 p.m. at the same address on a charge of probation violation (felony). Arresting officer was identified as E.S. Jahnke.

Court records show a public/bench warrant was issued and served by the Dubuque County Sheriff’s Department. An initial appearance was scheduled for Aug. 1, 2026, before Magistrate Matthew W. Boleyn. Comments in the docket note a revocation hearing set for Aug. 11, 2026, at 1:30 p.m., with a no-bond hold.

The case is tied to Dubuque County file FECR157602. Cotton was previously convicted June 30, 2025, of domestic abuse assault impeding air/blood flow (amended from a Class D felony to an aggravated misdemeanor) stemming from an incident on Nov. 24, 2024. She received a two-year prison sentence that was suspended, two years of probation, a fine (also suspended), DNA requirement, and other conditions under Judge Thomas A. Bitter.

Related counts of child endangerment and domestic abuse assault causing injury or mental illness from the same 2024 incident were dismissed. Two counts of contempt for violating a no-contact/protective order (from December 2024 and January 2025) were also dismissed in June 2025.

A prior probation violation charge from Jan. 21, 2026, resulted in a guilty plea March 9, 2026, and a one-year residential facility sentence under Judge Robert J. Richter. The latest probation violation charge (offense date July 31, 2026) remains pending adjudication.
