DUBUQUE, Iowa — A 32-year-old Dubuque man was arrested twice on Wednesday, July 29, 2026, in connection with a domestic abuse assault and related probation violations, according to Dubuque Police Department records.

Diquan Carlos Frazier, 32 was first taken into custody at 1:28 p.m. at DLEC 770 Iowa St. on a charge of domestic abuse assault – third or subsequent – aggravated, a felony. Officer T. McDonald made the arrest.

Later that afternoon, at 4:41 p.m., Frazier was arrested again at the same address on charges of probation violation (misdemeanor) and probation violation (felony). Officer Z. Gehl handled that arrest.

Arrest numbers are AR 2026004679 for the domestic assault charge and AR 2026002150 for the probation violations.
