Update: Two individuals have been arrested on charges of child endangerment in Dubuque, Iowa.
Angela Mae Mcspadden, 27, was taken into custody at 4200 Dodge Street on September 25, 2026, at 12:07 PM. Later that same day, John Curtisor Mcspadden, 27, was arrested at 770 Iowa Street at 5:00 PM. Both face misdemeanor charges of child endangerment.
