DUBUQUE, Iowa — Emmanuel Joel Fountain Jr., 23, was arrested Monday, July 20, 2026, at 1:39 p.m. at 770 Iowa St. on three felony probation violation charges and one misdemeanor warrant out of jurisdiction.
Officer B. Lamey is listed with the arrest.
Background
Fountain was originally sentenced in September 2021 in two Dubuque cases (FECR142428 and FECR142374) for:
• Controlled substance violation (reduced from drug distribution to a minor under 18).
• Theft in the 2nd degree.
He received suspended prison time, 5 years probation, residential facility placement, fines, and DNA requirements.
