Dubuque, Iowa — A 38-year-old Dubuque woman faces charges of animal neglect resulting in serious injury or death following her arrest on Thursday morning.

Sheila Turner was taken into custody at approximately 9:47 a.m. on July 16, 2026, at 770 Iowa St. by Officer D. Ostendorf. She is charged with Animal Neglect – Serious Injury Or Death, listed as an aggravated misdemeanor under Iowa law.
