The Julien Dubuque Bridge, a vital crossing over the Mississippi River connecting Dubuque, Iowa, to East Dubuque, Illinois, is undergoing significant multi-phase repair work led by the Iowa Department of Transportation (IDOT). This maintenance project addresses the needs of the aging structure, originally opened in 1943, to ensure its safety and longevity for years to come. 

As of mid-June 2026, the project is in its initial phase, with work expected to continue through mid-September 2026, subject to weather, contractor schedules, and progress. Dates are estimates and may shift. 

Project Phases and Closure Schedule

Phase 1 (Ongoing: Began June 15, 2026 – Expected through early July)

The eastbound lane (toward Illinois) is closed weekdays from 6 a.m. to 3 p.m. The lane reopens for the afternoon/evening commute. Westbound traffic (toward Iowa) remains open. IDOT may extend closures to evenings or overnights as needed. 

Phase 2 (Expected: July – Early August)

Full closure of both lanes for approximately one month. This is the most disruptive phase. 

Phase 3 (Expected: Early August – Mid-September)

Daytime closures of the westbound lane. Westbound traffic shifts to the eastbound lane, while eastbound traffic follows the established detour. Additional evening/overnight closures possible. 

Detours and Traffic Impacts

During closures, vehicle traffic on U.S. Highway 20 is detoured north on U.S. 61/151 to the Iowa-Wisconsin Bridge, then via Wisconsin Highway 11 and Wisconsin Highway 35 south to East Dubuque, Illinois. This adds roughly 10–15 minutes to typical travel times.

•  Work zone safety: Drive cautiously, obey posted limits and signs. Fines are doubled in work zones. 

Local businesses, especially in East Dubuque, anticipate impacts from reduced direct crossings, with some cancellations already reported. 

Pedestrian and Bicycle Accommodations

The bridge is closed to pedestrians and cyclists for the entire project. To support commuters who normally walk or bike across:

The City of Dubuque and IDOT offer a free shuttle using The Jule bus service.

•  Hours: Monday–Friday 6:15 a.m.–6:45 p.m.; Saturday 8:15 a.m.–5:45 p.m. (No Sunday service).

•  Locations: Pickup/drop-off at the Dubuque Intermodal Transportation Center and East Dubuque Public Library.
