Dubuque, Iowa — A 64-year-old Dubuque man was taken into custody Thursday afternoon on misdemeanor charges including possession of a controlled substance, marijuana, drug paraphernalia, and being ineligible to carry dangerous weapons.

John William Kinley was arrested at approximately 3:20 p.m. on June 18, 2026, at 5998 61/Skyline Rd in Dubuque. He faces four misdemeanor counts:

•  Drug Possession of Controlled Substance

•  Possession of Controlled Substance – Marijuana (1st Offense)

•  Possession of Drug Paraphernalia

•  Persons Ineligible To Carry Dangerous Weapons

Kinley is being held on a $2,600 bond.
