
DES MOINES — Governor Kim Reynolds has signed Senate File 2417, establishing the nation’s first comprehensive guidelines for conversational AI services. The law, effective July 1, 2026, focuses on protecting minors and ensuring transparency in digital interactions.
Core Mandates
• Clear Identification: Services must explicitly disclose to users under 18 that they are interacting with an AI.
• Ethical Boundaries: Prohibits AI from impersonating licensed professionals or simulating romantic dependence.
• Safety Safeguards: Mandates filters for sexually explicit content and self-harm intervention protocols.
• Anti-Addiction: Bans “gamification” tactics designed to increase minor engagement through unpredictable rewards.
Enforcement
The Iowa Attorney General will oversee compliance. Violators face civil penalties of up to $500,000. The law exempts internal business tools and standard search engines, focusing specifically on consumer-facing generative bots.
Full applicability for all AI operators begins July 1st 2026.
