Dubuque, IA – May 3, 2026 – A 40-year-old Dubuque resident is facing a felony charge after authorities say she was found with contraband inside a correctional facility, in addition to initial drug possession offenses.
According to the arrest report for case number AR 2026002865, Belinda Joy Sigsbury (W/F/40) was taken into custody on May 3, 2026, at 10:25 a.m. at 1111 Dodge St. – the address of the Dubuque Law Enforcement Center.
Officer K.A. Hoover filed charges including:
- Possession of a Controlled Substance – Marijuana (1st Offense) – Classified as a misdemeanor.
- Possession of Drug Paraphernalia – A misdemeanor.
- Possession of Contraband in a Correctional Institution – A class felony.
