DUBUQUE, Iowa — A 38-year-old Dubuque woman faces a Class D felony charge after she was arrested early Sunday morning during an incident at a McDonald’s restaurant.

Shirlinda Jello was taken into custody at 12:06 a.m. Sunday, April 12, 2026, at 620 Iowa Street on the charge of Participate in Riot (F), according to the official Dubuque Law Enforcement Center Police-to-Citizen (P2C) daily bulletin and recent arrests log.  

The P2C portal lists Jello, is the sole individual booked in connection with the case (AR 2026002370). No other arrests, co-defendants, or related charges appear in the current public logs.  

Under Iowa Code § 723.1, the offense involves three or more people assembled in a manner that causes public alarm through violent or tumultuous conduct. A felony classification applies when the conduct results in injury, property damage, or a credible threat of violence. A Class D felony carries a maximum penalty of up to five years in prison and a fine as high as $10,250, though sentencing depends on criminal history and other factors.

As of mid-afternoon Sunday, no bond amount, initial court appearance date, or additional details about the incident—such as the nature of the disturbance—have been released. The case has not yet been filed in Dubuque County District Court records.

Jello is presumed innocent until proven guilty in a court of law. The Dubuque Police Department has not issued a press release, and local news outlets have not yet reported on the arrest.

This is the only riot-related arrest appearing in Dubuque’s public logs for the past 48 hours. Updates will be posted on the P2C portal as they become available.
