DUBUQUE, Iowa — Two 18-year-old men were taken into custody Monday afternoon following a vehicular burglary investigation near a major intersection on the city’s west side.

According to public arrest logs, officers with the Dubuque Police Department arrested Wyatt Joseph Licht and Payton Thomas Cook at approximately 3:06 p.m. on September 14, 2026. The arrests occurred near the intersection of John F. Kennedy Road and Northwest Arterial.

Both men were charged with 3rd Degree Burglary – Theft From Motor Vehicle, stemming from an incident cataloged under arrest report #2026000740. Officer T. J. Boge was listed as the arresting officer on record.
