Dubuque, IA – March 9, 2026 — Cevyn Brendan Morse, 36, was arrested at 11:50 a.m. today at 770 Iowa St. on a felony charge of Failure to Comply with Sex Offender Registry (2nd or Subsequent Offense).

The arrest, processed through the Dubuque Law Enforcement Center, stems from Iowa’s strict registration requirements for sex offenders. A second or subsequent violation is classified as a Class D felony, carrying up to five years in prison.

Morse has been registered since 2012 following a 2012 conviction in Linn County for 3rd Degree Sexual Abuse (Iowa Code 709.4), involving a victim under the age of consent. Iowa law mandates ongoing compliance, including address verification and reporting changes in residence, employment, or other details.

Specific details of the alleged noncompliance were not released. The charge does not indicate guilt; Morse is presumed innocent until proven otherwise in court.

This arrest reflects continued enforcement efforts by local police and the Iowa Division of Criminal Investigation to ensure registry compliance. Similar cases in the Dubuque area have occurred in recent years.

Anyone with information on potential violations is encouraged to contact Dubuque police or the Iowa Sex Offender Registry Unit.
