DUBUQUE, Iowa — Sandra Lee Manwill, 22, was arrested March 3, 2026, at 9:46 p.m. at the Dubuque Law Enforcement Center (770 Iowa St.) on one count of Harassment in the First Degree – Sexting, an aggravated misdemeanor. Officer B. Barbour made the arrest.

This marks the third such arrest in the area in recent months, following two in late January 2026:

•  Jodi Lee Wright (26) arrested January 27 on a warrant for the same charge.

•  Brianna Marie Melvin (32) arrested later that day on Harassment 1st Degree – Sexting.

A separate January case involved Alexis May Haupert (22) on multiple counts, contributing to the pattern.

Under Iowa Code §708.7, first-degree harassment applies when someone intentionally disseminates non-consensual intimate images (nudity or sex acts) via electronic means to intimidate, annoy, or alarm. It is an aggravated misdemeanor, punishable by up to 2 years in prison and fines up to ~$8,500. Convictions may require sex offender registration in some cases.

The cases reflect increased local enforcement against digital “revenge porn” or non-consensual image sharing, often linked to personal disputes. No public details connect the incidents directly, nor are outcomes (e.g., pleas, bonds) yet available for Manwill’s case.

All accused are presumed innocent until proven guilty.
