Dubuque, IA – On August 14, 2025, at approximately 11:19 PM, Timothy Renard Blanch, a 22-year-old Black male, was arrested at 375 Dorgan Pl, Dubuque, Iowa, on charges of assault while displaying a dangerous weapon, classified as a misdemeanor. The arrest was carried out by Officer J. Ostwinkle of the Dubuque Police Department.

According to authorities, Blanch allegedly displayed a BB gun during the incident, which led to the assault charge. The incident occurred late Thursday evening, and Blanch was taken into custody without further incident. The charge of assault while displaying a dangerous weapon involves the intentional use of an object capable of causing fear of imminent harm, though no physical injury is required for the charge to apply. In this case, the BB gun was considered a dangerous weapon under Iowa law due to its potential to intimidate or threaten.

Following the arrest, several legal actions were promptly taken. On August 15, 2025, Blanch submitted an application for counsel and a financial statement, and Amanda Jane Lassance was appointed as his legal counsel. A no-contact order was issued by Judge Mark T. Hostager on the same day, with comments noting “CC PRTP/PRTO/PRTO’S-NVA.” The Dubuque County Sheriff’s Department also filed a return of service for the no-contact order.
