DUBUQUE, Iowa – A tragic hit-and-run incident claimed the life of 38-year-old Kalissa Reeder on June 12, 2025, at the intersection of Loras Blvd. and Locust St. in Dubuque. According to the Dubuque Police Department, the collision occurred at 6:38 p.m. when Reeder, a Dubuque resident, was struck by a vehicle while crossing Locust St. against a red light. She was transported to MercyOne Dubuque Medical Center, where she was pronounced dead.

The driver, identified as 26-year-old Bailey Scott Foht, also of Dubuque, fled the scene but was apprehended by police at the Days Inn in the early hours of June 13. Foht now faces a Class C felony charge of leaving the scene of an accident resulting in death, which carries a potential penalty of up to 10 years in prison. He is currently being held on a $500,000 cash bond.

Court records indicate that Foht’s case, State of Iowa vs. Bailey Scott Foht (Case No. 01311 FECR160075), has seen rapid developments. On June 13, the Dubuque Police Department filed a criminal complaint, and Foht applied for court-appointed counsel. A preliminary hearing was scheduled for June 23 at 10:50 a.m., with additional filings, including a notice to the Department of Transportation, trial information, and minutes of testimony, submitted by Judge Monica L. Zrinyi Ackley on the same day. Earlier court activity included an order approving the withdrawal of Foht’s initial counsel, Amanda Jane Lassance, on June 16, followed by the appearance of new counsel, A. Theodore Huinker, on June 17.

Foht is presumed innocent until proven guilty, and the case remains under investigation. Authorities urge anyone with additional information about the incident to contact the Dubuque Police Department.
