Dubuque, IA – On February 20, 2025, at approximately 11:00 PM, Gilbert Jesus Castillo, a 41-year-old white male, was arrested at his residence located at 1264 University Ave following a series of events that began with an attempted traffic stop by Dubuque County Sheriff’s deputies.
