William Earl Lumkins, 32, was arrested at 1900 Windsor Ave/Garfield Ave in Dubuque, IA, around 1 a.m. on Monday, according to the police report.

Lumkins has been arrested on charges of domestic abuse assault, impeding air/blood flow causing bodily injury, willful injury, domestic abuse assault with injury, assault causing bodily injury/mental illness, harassment, criminal mischief, possession of marijuana, and interference with official acts. The incident occurred at 1900 Windsor Ave/Garfield Ave in Dubuque, IA, on 12/11/2023 00:57.

Mr. Lumkins physically assaulted a 12-year-old child with a golf club and strangled his wife.
