Dubuque Police arrested Ramon Kattil, 40, at the Dubuque Law Enforcement Center today. He’s accused of: 1) Sexual abuse 2nd degree – forcible rape, 2) Sexual abuse 3rd degree – forcible rape, 3) Lascivious acts with a child – forcible fondling (F), 4) Sexual abuse 3rd degree – forcible fondling (F), 5) Lascivious acts with a child – forcible fondling (F), and 6) Sexual abuse 3rd degree child victim-person 4 or more years old (F).
An arrest is not a admission of guilt all arrested are innocent until proven guilty in a court of law.
