Dubuque Police arrested Marke Powell-Moore, 18, at 2 East 18th Street and Central Avenue. In May, he was involved in a fight in the 1700 block of White Street. He was caught on city surveillance cameras along with 4 other participants in the fight.
He’s charged with drug possession of a controlled substance, unlawful possession of a prescription drug, possessing drug paraphernalia, and participating in a riot.
