Dubuque Police arrested Joseph Kane at the Dubuque Law Enforcement Center Thursday on a warrant.
Dubuque Police charged Kane with Child Stealing, domestic abuse assault impending air /blood flow, criminal mischief 3rd degree, contempt— violation of order domestic abuse and obstruction of emergency communications.
In January, he allegedly attacked his girlfriend and took with their one-year-old child.
