DUBUQUE, Iowa — The Dubuque County Sheriff’s Office has issued a public notice outlining what residents can expect during President Donald Trump’s visit to Dubuque on Sunday, November 1, 2026, including road restrictions, vehicle towing, and weapons rules.

For security reasons, the notice does not disclose the route the president will travel from the Dubuque Regional Airport to the Five Flags Event Center, where the rally is scheduled. Sheriff Kennedy states that no unauthorized personnel will be allowed at the airport, and asks residents not to come out there “just to see what’s going on.” Drivers will not be allowed on Airport Road or Aviation Drive, and the observation deck will be closed to the public.

Anyone with an abandoned or parked vehicle along the route must move it before the president travels through. The notice states there is no grace period to move vehicles, and any vehicle in the area will be towed at the owner’s expense.

People are also not allowed to congregate on overpasses, and anyone appearing to do so will be moved along.

Downtown Dubuque around the Five Flags Center will see significant travel disruptions on Sunday afternoon, according to the notice, and residents who need to be in the area for any purpose should plan accordingly.

The notice also addresses weapons. Although American citizens have a right to bear arms, firearms and certain other weapons are restricted at events involving the president. The notice states this has come up in the past, and people were told to return their firearms to their vehicles, which caused them to miss the event. Residents are asked to leave anything that may be considered a weapon in their car or at home.

Protesters are allowed anywhere the general public is allowed, the notice states. It asks demonstrators to express their opinions through signage or verbally, and warns that anything thrown, launched, or considered assaultive will likely result in a criminal charge.

The notice closes by asking for kindness and respect toward the officers, deputies, and security personnel working the event, who it says are doing their jobs as directed by Dubuque Police Chief Messerich and Sheriff Kennedy.
