DUBUQUE, Iowa — Jasmine Lashay Cotton, 31, was arrested Tuesday on a felony probation violation charge and is being held without bail pending a revocation hearing later this month.
Cotton, of Dubuque, was taken into custody at 10:58 a.m. Oct. 13 at 770 Iowa St. by officer K.D. Patterson on the charge of probation violation (felony), according to arrest records. She appeared the same day for an initial appearance before Judge Mark T. Hostager. Court records show a probation revocation hearing is scheduled for 1:30 p.m. Oct. 27. Hostager ordered her held without the privilege of bail.
The arrest stems from a probation violation filed Oct. 12. Cotton has a history of prior violations tied to a 2024 domestic abuse case.
In that original case, Cotton faced multiple charges stemming from an incident on Nov. 24, 2024. She ultimately pleaded guilty on June 30, 2025, to an amended charge of domestic abuse assault impeding the flow of air or blood, an aggravated misdemeanor. Judge Thomas A. Bitter sentenced her to a suspended two-year prison term, two years of probation, a fine (also suspended), a DNA requirement, and batterer’s education. A related child endangerment charge and a separate domestic abuse assault charge were dismissed by the court the same day. Two earlier contempt charges for violating no-contact or protective orders (from December 2024 and January 2025) were dismissed in June 2025.
Cotton’s probation was violated again in early 2026. On March 9, 2026, she pleaded guilty to a probation violation and was ordered by Judge Robert J. Richter to a one-year residential facility placement. A subsequent probation violation in July 2026 led to an amended contempt charge; on Aug. 17, 2026, she pleaded guilty before Hostager and received a 30-day jail sentence plus another one-year residential facility term.
The latest violation, filed Oct. 12 and resulting in Tuesday’s arrest, remains pending the scheduled revocation hearing.
