DUBUQUE, Iowa — A 45-year-old Dubuque woman was arrested early Wednesday on a felony probation violation charge, according to arrest records from the Dubuque Law Enforcement Center.

Emily Elizabeth Puls, was taken into custody at 5:52 a.m. on Oct. 14, 2026, at the DLEC770 Iowa Street. Officer K.S. Kauffmann made the arrest, which is recorded under arrest report AR 2026002984. Puls faces one count of Probation Violation (F).

The charge relates to a sentence imposed in December 2025. At that time, Puls pleaded guilty in Iowa District Court of Dubuque County to operating while under the influence–second offense and possession of marijuana. District Court Judge Laura Parrish sentenced her to 20 days in jail and two years of probation.

Court documents and prior reporting show the original case stemmed from an incident in which police said Puls drove while intoxicated with children in the vehicle shortly before causing a crash. She had initially faced additional counts of neglect or abandonment of a dependent person.

Details about the specific alleged violation of her probation conditions were not included in the initial arrest summary. Such charges can result from new criminal activity, failed drug or alcohol tests, failure to report to a probation officer, or other technical noncompliance.

Puls was booked into the Dubuque Law Enforcement Center. Bond information and any upcoming court dates were not immediately available.

An arrest does not constitute a finding of guilt. All individuals are presumed innocent until proven otherwise in a court of law.
