DUBUQUE, Iowa — The Julien Dubuque Bridge, which carries U.S. Highway 20 across the Mississippi River between Dubuque, Iowa, and East Dubuque, Illinois, is fully open to traffic again following the completion of a major repair and preservation project.

Iowa Department of Transportation crews finished the primary work on Tuesday, September 29, 2026. The nearly $11 million effort (reported as $10.7 million) began in mid-June 2026 and involved partial lane closures, a full multi-week shutdown, structural repairs, extensive painting, lighting work, deck maintenance, and final pavement marking.

Project Timeline and Closures

Work started around June 10–15 with daytime closures of the eastbound lane (typically 6 a.m. to 3 p.m. weekdays, with possible evening or overnight restrictions). A full bidirectional closure began July 6 and lasted approximately 30 days (weather permitting), running into early August. During that period the bridge remained closed day and night, including weekends. Traffic was detoured via the U.S. 61/151 Iowa-Wisconsin Bridge, Wisconsin Highway 11, and Wisconsin/Illinois Highway 35—adding roughly 10–15 minutes for many trips.

After the full closure, crews continued with remaining daytime lane restrictions (primarily affecting one direction at a time) through mid-to-late September. The project was originally targeted for completion around mid-September; minor lighting issues caused a short delay, with final sweeping and pavement marking wrapping up on September 29.

A free reservation-based shuttle operated between the Dubuque Intermodal Transportation Center and the East Dubuque Public Library during key closure periods to assist pedestrians and cyclists.

Scope of the Work

The project focused on preservation and structural integrity. Key elements included:

•  Maintenance and painting of the steel superstructure, girders, approach sections, and central truss

•  Rail and handrail repairs (including the pedestrian walkway)

Drivers may see limited overnight lane restrictions in the near term for any leftover painting, but the bridge itself remains open in both directions.

Impact and Outlook

The Julien Dubuque Bridge carries more than 18,000 vehicles on a typical day and is a primary link for local residents, commerce, and travelers between Iowa and Illinois. The prolonged restrictions—especially the full July closure—created noticeable inconvenience for East Dubuque residents and cross-river commuters, as acknowledged by Iowa DOT planners. Detours and construction zones required extra caution, with elevated fines in work areas.
