DUBUQUE, Iowa — A 44-year-old Dubuque man was arrested Tuesday morning on a felony domestic abuse assault charge.
Ryan De’andre Whigham was taken into custody at 9:49 a.m. Sept. 22 at 360 W. 11th St. on a charge of domestic abuse assault impeding air/blood flow causing bodily injury, a felony, according to arrest records.
Whigham is being held with no bond. The arresting officer is listed as P.M. Friedman.
