DUBUQUE, Iowa — Shortly after 3:48 p.m. on 8-25-2026, officers responded to the Kennedy Mall on a report of a subject with a firearm.
Investigators determined the individual had already left the mall and was in the 1900 block of JFK Road. Officers located the subject and ordered him to stop. He attempted to flee but was quickly detained by officers on scene.
He was placed under arrest for interference with official acts. During a search incident to the arrest, officers recovered a realistic-looking toy handgun and a controlled substance. The subject also threatened to kill officers during the arrest process.
Authorities later determined the subject was a juvenile. He was charged through the Juvenile Court System with first-degree harassment, possession of a controlled substance, and interference with official acts. The juvenile was also served a municipal infraction for possession of the fake firearm.
