Dubuque, Iowa – A 38-year-old Dubuque man was taken into custody Sunday afternoon on several probation violation warrants and an additional traffic charge. 

According to arrest records, Everett Everett Winfrey was arrested at approximately 2:12 p.m. on June 28, 2026, at the intersection of 622 E. 22nd Street and Windsor Avenue in Dubuque. He faces the following charges:

•  Two counts of Probation Violation (Felony)

•  One count of Probation Violation (Misdemeanor)

•  Driving While Barred (Misdemeanor)

Winfrey was booked into the Dubuque County Jail. A $2,000 cash bond was set by D. Brant.
