The first-degree murder case against 18-year-old Latrell Otis Powell-Moore in Dubuque County has been delayed due to a waiver of speedy trial. Defense attorney Joey T. Hoover filed the waiver (D0034) around May 13–14, 2026, before Judge Monica L. Zrinyi Ackley. 

Why the Trial Was Delayed

•  Originally, after Powell-Moore’s not guilty plea in early April 2026, a jury trial was set for June 9, 2026.

•  Judge Ackley issued a related Other Order (D0033) on May 12–13, 2026, likely adjusting the schedule. No new trial date has been publicly announced as of June 9, 2026. 

The defendant remains in Dubuque County Jail on a $2 million cash bond.

Case Background

Powell-Moore is charged in the March 9, 2026, shooting death of 16-year-old JaKory McMillian in an alley near West Locust and Almond/Foye streets. Witnesses allege a confrontation over comments about McMillian’s deceased mother escalated when Powell-Moore pulled a handgun, pursued the victim, struck him, and shot him in the head at close range. McMillian died at the scene. No firearm was recovered. 

Powell-Moore fled but was arrested March 12, 2026, in Marion, Iowa, by U.S. Marshals with local assistance. First-degree murder carries a mandatory life sentence without parole if convicted. He is presumed innocent until proven guilty.
