Dubuque, Iowa — Three Dubuque residents have been sentenced for their roles in a September 2025 disturbance on Central Avenue where a shot was fired. The incident occurred in the 1400 block during a large fight that drew police attention. 

Video evidence from traffic cameras helped identify suspects. No one was injured by the gunfire, but the reckless act in a busy public area prompted serious charges. 

Sentencing Details

Iowa District Court Judges Monica Zrinyi Ackley and Thomas Bitter handed down the sentences in Dubuque County:

•  Laquan C. Edwards, 26, received seven years in prison. He pleaded guilty to going armed with intent and assault while displaying a dangerous weapon. Evidence showed he fired the handgun. 

•  Dmarco E. Santiago, 23, was sentenced to 15 days in jail. He pleaded guilty to disorderly conduct, reduced from participation in a riot. 


Xavier D. Santiago, 31, received one year of probation. He also pleaded guilty to disorderly conduct, amended from the riot charge. 


These outcomes followed arrests made in late 2025. Police used public footage and witness accounts to build the case.
