The historic Julien Dubuque Bridge, carrying U.S. Highway 20 across the Mississippi River between Dubuque, Iowa, and East Dubuque, Illinois, will undergo significant maintenance repairs beginning in mid-June 2026. The Iowa Department of Transportation (Iowa DOT) project aims to ensure the bridge’s long-term structural integrity through targeted repairs. 

Project Background and Scope

The Julien Dubuque Bridge is a vital regional connector for commuters, freight, and travelers in the tri-state area (Iowa, Illinois, and Wisconsin). Built in the early 1940s, it requires periodic upkeep to address wear from decades of use, weather exposure, and heavy traffic. 

Planned improvements include:

•  Deck joint repairs

•  Painting of the steel superstructure

•  Sealing the bridge deck

•  Rail and handrail repairs, including along the pedestrian walkway

These enhancements will help maintain the bridge in serviceable condition without a full replacement in the near term. The project is a collaborative effort involving Iowa DOT, with potential cost-sharing elements with Illinois DOT. 

Updated Closure Timeline (as of Late May 2026)

The start date was postponed from June 1 to June 10, 2026, to allow for additional preparations. The work is divided into three phases and is expected to continue through mid-September 2026: 

•  Phase 1 (June 10 – Early July): Eastbound lane closures from 6 a.m. to 3 p.m. on weekdays. Evening or overnight closures may occur as needed. Westbound traffic remains open.

•  Phase 2 (Early July – Early August): Full closure of both lanes for approximately one month. This represents the most disruptive period.

•  Phase 3 (Early August – Mid-September): Westbound lane closures, with eastbound traffic potentially resuming under restrictions.

Detour Routes and Traffic Impacts

During partial and full closures, all vehicle traffic will follow a significant detour:

•  From Dubuque: Take U.S. 20 to U.S. 61/151 north to the Iowa-Wisconsin Bridge.

•  Continue on Wisconsin Highways 11/35 into Illinois.

•  Then Illinois Highway 35 south back to U.S. 20 in East Dubuque.

This route adds substantial distance and time—potentially 20-40+ minutes depending on traffic and time of day. Local roads in East Dubuque and surrounding areas may see increased congestion. 

Pedestrians and cyclists: The bridge will be closed to non-motorized traffic during repairs for safety reasons.

Mitigation Measures

To ease the burden on residents and workers who regularly cross for jobs, shopping, or services:

•  The City of Dubuque and Iowa DOT are offering a free shuttle service between Dubuque and East Dubuque. Reservations are recommended 24 hours in advance (call 563-589-4196). 

•  Drivers should use apps like 511ia.org for live traffic and closure information.

•  Employers and schools in the area are encouraged to offer flexible schedules where possible.

Broader Implications

This project highlights ongoing challenges in maintaining aging infrastructure across the U.S., especially critical river crossings. While inconvenient in the short term, the repairs help prevent more severe disruptions or emergency closures in the future. Similar bridge projects elsewhere often reveal the need for long-term funding strategies for multimodal transportation networks.

The detour through Wisconsin and Illinois underscores the interconnected nature of the tri-state economy. Local businesses reliant on cross-river traffic may experience temporary dips, while others (gas stations, restaurants along the detour) could see boosts.
