DUBUQUE, Iowa — Christopher Harvey Waters, 45, was arrested Wednesday afternoon on charges of third-degree sexual abuse involving forcible fondling and third-degree harassment.

According to arrest records, Waters was taken into custody at approximately 5:03 p.m. on May 20, 2026, at 1248 Jackson St. in Dubuque. The sexual abuse charge is a felony, while the harassment charge is a misdemeanor.

The arrest was made by Officer C.L. Holmes.
