DES MOINES — Governor Kim Reynolds has signed legislation governing the display of flags at half-staff on public buildings, along with a broad package of bills covering transportation, health care, public safety, and other policy areas.

SF 2430 establishes clearer rules for lowering flags to half-staff following tragedies or to honor individuals who have significantly impacted Iowa or the nation.

“In the aftermath of a tragedy, lowering flags allows communities to come together in mourning and to honor those who have made a great impact on our state or nation,” Governor Reynolds said in a statement. “The changes this legislation makes will ensure flags across Iowa fly at half-staff when officially ordered, acting as a symbol of respect for those whose lives and service deserve such recognition.”

The governor also approved the following measures:

•  HF 640: Updates rules for self-storage facilities regarding rental agreements, acceptances, and defaults.

•  HF 766: Modifies motor vehicle window tint regulations and associated penalties.

•  HF 777: Streamlines processes for insurers applying for salvage titles without surrendering original documents, with penalties and effective date provisions.

•  HF 907: Requires the Iowa Department of Transportation to register noncommercial fleet vehicles and issue special plates.

•  HF 1003: Addresses procedures related to child placements.

•  HF 1036: Strengthens Iowa’s response to human trafficking through screening, extended statutes of limitations, stakeholder reporting, victim protections, restitution, and related measures.

•  HF 2185: Adjusts cost-sharing rules for health savings accounts and qualified high-deductible health plans.

•  HF 2490: Reforms public meeting and records laws, including notice requirements, access fees, employment separation disclosures, and tools to address vexatious requesters.

•  HF 2526: Protects the confidentiality of foster parents’ residential addresses.

•  HF 2562: Updates rules for care facility placement decisions for certain adults.

•  HF 2598: Requires human trafficking prevention training for certain commercial driver’s license applicants.

•  HF 2633: Provides protections for living organ donors regarding life, disability, and long-term care insurance.

•  HF 2634: Regulates preneed sellers, sales agents, and government cemeteries.

•  HF 2749: Clarifies real estate transfer tax requirements, including declarations of value.

•  HF 2766: Updates rules for captive insurance companies and life captive reinsurance, including civil penalties.

•  HF 2780: Expands alcoholic beverage control provisions, including certificates of compliance, class “A” wine permits for certain manufacturers, social districts in cities, and fees.
