Dubuque, Iowa — Patsy Ann Meyer, 61, was arrested Friday afternoon on charges of drug possession, possession of drug paraphernalia, and first-offense operating while intoxicated (OWI).

Meyer was taken into custody at approximately 4:36 p.m. on May 8, 2026, at 2013 Central Ave. She faces one felony count of Possession of a Controlled Substance and two misdemeanor counts: Possession of Drug Paraphernalia and OWI 1st Offense.

Her total bond was set at $2,300.

Meyer is presumed innocent until proven guilty. She is scheduled to make her initial court appearance in Dubuque County Court.
