
DUBUQUE, Iowa — The Dubuque City Council voted unanimously Tuesday, April 28, to adopt the amended recommended budget for Fiscal Year 2027, keeping the City’s property tax rate unchanged while approving several utility fee increases that will affect monthly household costs beginning July 1.
The City’s property tax rate will remain $10.06 per $1,000 of taxable valuation, the lowest among Iowa cities with populations of 50,000 or more. While the rate is unchanged, rising home values mean some residents will still see higher tax bills. City staff estimate the average homeowner will pay about $17.56 more in the coming year.
The adopted budget also includes increases across all major City utility services. Water rates will rise 3%, sanitary sewer 9%, solid waste collection 8%, and stormwater 9%. For the average household, the combined impact will be an additional $6.59 per month.
City officials emphasized that the budget maintains the council’s long‑term priorities, with 70% of general fund spending directed toward public safety, culture and recreation, and public works. The FY2027 plan continues investments in core services while responding to inflationary pressures and infrastructure needs.
The new fiscal year begins July 1, 2026.
