Dubuque, Iowa — A 32-year-old Dubuque man faces a felony charge after allegedly eluding police at high speed on Friday afternoon.

Gerald Robert Runde III was arrested at approximately 3:17 p.m. on April 24, 2026, near 770 Iowa Street in Dubuque. The Iowa State Highway Patrol charged him in State of Iowa vs. Runde III, Gerald Robert, case 01311 FECR163938.

Charges:

•  Eluding — Speed 25 mph Over Limit — Second or Subsequent (Class D felony)

•  Driving Under Suspension (misdemeanor)

•  Operating Vehicle While License Suspended (misdemeanor)

The felony eluding charge stems from willfully failing to stop for law enforcement while exceeding the speed limit by 25 mph or more, as a repeat offense. Iowa law imposes stiff penalties for such actions due to the danger to public safety.

Court records show Runde filed for court-appointed counsel on April 25. Magistrate Emilie J. Roth Richardson scheduled an initial appearance, and Judge Kellyann M. Lekar ordered discovery. A preliminary hearing is set for May 14, 2026, at 10:50 a.m., with an unsecured bond of $10,000.
