Dubuque, IA — Anthony Ladell Carr, 39, of 2801 Central Ave., was arrested on December 3, 2025, at approximately 2:32 p.m. in the 2500 block of Central Avenue.

Carr faces charges of first-offense operating while intoxicated (OWI) and child endangerment after police allegedly found him driving under the influence with a child in the vehicle.

According to court documents, Carr refused a standard breath test unless officers also submitted samples, claiming charges would be void based on comparisons.

The incident remains under investigation by Dubuque police.
