DUBUQUE, Iowa – The Dubuque City Council is debating whether to fund up to $2.4 million in taxpayer money to sustain commercial flights to Chicago’s O’Hare Airport through June 2026, as federal grants have expired and ridership remains at 50% capacity, far below the 80% needed for sustainability. The vote, delayed to October 6, follows a $4.7 million budget surplus and $750,000 in local business pledges.

Supporters, including Council Member Katy Wethal, argue the service boosts economic growth, while critics highlight the $250,000 monthly cost and nearby airport alternatives like Cedar Rapids. A $100 round-trip rebate program aims to increase ridership, but the city’s ineligibility for federal Essential Air Service funds complicates long-term viability.

The decision will shape Dubuque Regional Airport’s future.
