Dubuque, IA – On September 3, 2025, at approximately 1:45 p.m., Dubuque Police arrested Holly Ann Polkinghorn, a 37-year-old local woman, at the Dubuque Law Enforcement Center located at 770 Iowa St. Polkinghorn faces charges of Identity Theft Over $1,500 Under $10,000, a Class D felony, and Mittimus, a misdemeanor.

According to police reports, the felony charge alleges that Polkinghorn fraudulently used another individual’s personal identification information to obtain or attempt to obtain money, credit, or services valued between $1,500 and $10,000. Under Iowa Code § 715A.8, this offense carries a potential penalty of up to five years in prison and fines of up to $10,245, plus additional surcharges. The mittimus charge relates to a court-ordered commitment, typically tied to a prior judicial directive or warrant.

The arrest was executed by Officer T.C. Griner of the Dubuque Police Department. Polkinghorn’s bond has been set at $5,000, and she is currently detained at the Dubuque County Jail awaiting her initial court appearance. Authorities have not released specific details about the alleged victim or the circumstances of the theft, citing an ongoing investigation.
