DUBUQUE, IA – On August 28, 2025, at approximately 8:28 AM, Anthony James Stocks, a 39-year-old male, was arrested by the Dubuque Police Department at 770 Iowa Street on charges of Theft 2nd Degree – Motor Vehicle Theft, a felony. The arrest marks the latest development in a case that has progressed rapidly through the Dubuque County judicial system.

According to court filings under case number 01311 FECR161006, a criminal complaint was filed by the Dubuque Police Department on August 19, 2025, initiating the legal process. The following day, August 20, 2025, Judge Robert J. Richter issued an order for an arrest warrant, which was served by the Dubuque County Sheriff’s Department on August 28, 2025, coinciding with Stocks’ arrest.

Court documents reveal that Stocks is scheduled for a preliminary hearing on September 8, 2025, at 10:50 AM before Judge Mark T. Hostager. The hearing will address the felony charge, with a $10,000 cash appearance bond set. On the day of his arrest, additional filings included an application for counsel and a financial statement submitted by the Dubuque County Sheriff’s Department, as well as an order for discovery issued by Judge Kellyann M. Lekar.
