
DUBUQUE, IA – A Dubuque man was arrested early Thursday morning on multiple charges, including the alleged violation of a no-contact order.
Brian Lamar Riley, 38, was taken into custody at the Dubuque Law-enforcement Center at 770 Iowa Street at approximately 5:00 a.m. on August 14, 2025. He faces three charges: two counts of Contempt – Violation of No Contact/Protective Order (one felony and one misdemeanor), and one count of Failure to Appear-Felony Arrangement.
According to court documents, a no-contact order was issued against Riley on June 27, 2025, and he was served with it on June 30, 2025. The felony contempt charge stems from a public/bench warrant issued on July 28, 2025, after Riley failed to appear for a scheduled arraignment. An application to initiate contempt proceedings had been filed a day earlier, on July 27, 2025.
The case, identified as 01311 SMCR160270, has a history of court events, including a written arraignment and plea of not guilty entered on July 25, 2025, by attorney William Alfred Lansing, which also waived a speedy trial. The docket shows the warrant was served by the Dubuque County Sheriff’s Department on August 14, 2025.
