DUBUQUE, IA – On July 26, 2025, two individuals were arrested at 1455 Washington St, Dubuque, Iowa, in connection with separate incidents involving assault and related charges, according to the Dubuque Police Department.

At approximately 8:14 PM, Lionel Stampley, a 50-year-old male, was taken into custody by Officer R. Leitzen on multiple charges. Stampley faces allegations of Assault While Displaying a Dangerous Weapon, Harassment 1st Degree, Possession of Drug Paraphernalia, Possessing/Carrying a Dangerous Weapon While Under the Influence, and Public Intoxication, all classified as misdemeanors. The arrest, recorded under AR 2025005303, followed an incident at the Washington Street location. A criminal complaint was filed by the Dubuque Police Department on July 27, 2025, in connection with Stampley’s case (D0001).

Just minutes later, at 8:18 PM, Marvin Lamont McDowell, a 61-year-old male, was also arrested at the same address. McDowell was charged with Assault-General and Criminal Mischief 5th Degree, both misdemeanor offenses. On July 27, 2025, a criminal complaint was filed by the Dubuque Police Department (D0002), and McDowell submitted an application for counsel and a financial statement (D0003). Additionally, a hearing for McDowell’s initial appearance was scheduled for August 19, 2025, at 10:30 AM, with a $1,000 unsecured bond set by Magistrate Matthew W. Boleyn (D0004). A no-contact order was also issued by Magistrate Boleyn on July 27, 2025, with comments indicating “CC PRTP-NVA” and “CC PRTP” (D0005).

Authorities have not confirmed whether the incidents involving Stampley and McDowell are related. Details surrounding the events remain limited.

Stampley is currently in custody on a $5000 bond
