
DUBUQUE, IA – On June 28, 2025, the Dubuque Police Department arrested two individuals, Matthew Bryce Reed, 31, and Heather Jane Paar, 35, at 466 W 3rd St, following separate incidents involving charges of child endangerment and violations of protective orders.
According to police reports, Matthew Bryce Reed was taken into custody at 1:22 p.m. on charges of child endangerment and contempt for violating a no-contact or protective order. The arrest, documented under report number AR 2025004551, was conducted by Officer J. Vauthier. Less than an hour later, at 2:00 p.m., Heather Jane Paar was arrested at the same location on similar charges: child endangerment and contempt for violating a domestic abuse protective order.
Both charges are classified as misdemeanors under Iowa law. The child endangerment charges indicate actions that may have placed a minor at risk, while the contempt charges stem from violations of court-issued protective orders, which are designed to ensure the safety of individuals in domestic situations.
Reed is being held on a $5000 cash bond, while Parr is being held on 10% / $500 cash bond.
