DUBUQUE, Iowa — The Multicultural Family Center (MFC) has announced the temporary suspension of its Summer Teen Empowerment Program (STEP) for 2025, following the loss of critical AmeriCorps funding in Dubuque, as stated by the MFC Board of Directors.

For over 12 years, STEP has been a cornerstone of the community, empowering teens through a six-week summer program focused on outdoor exploration, personal growth, and real-world skills like gardening, financial literacy, and college planning. Founded by former Loras College professor Dana Livingston, STEP partnered with the Dubuque Community School District to offer high school elective credit, while providing daily meals, stipends, and a safe, supportive environment to combat summer learning loss and food insecurity.

The program’s success hinged on AmeriCorps mentors, who fostered meaningful relationships, academic support, and a sense of belonging for participants. However, recent funding cuts to AmeriCorps in Dubuque have forced the MFC to pause STEP this summer, a decision the Board described as deeply difficult.

The MFC remains committed to reviving STEP in future summers and is actively exploring alternative funding options. The organization expressed hope that restored AmeriCorps support will allow the program to return stronger, continuing its mission to empower youth through inclusive programming.
