Dubuque, IA – On November 15, 2024, local authorities arrested two individuals in separate incidents for failing to comply with legal requirements related to sex offender registration and protective orders.

Tobey Joseph Hines, a 40-year-old resident of Dyersville, was taken into custody at 1005 8th Ave SE at approximately 8:49 PM. Hines faces charges of Failure to Comply with the Sex Offender Registry, a felony offense. The arrest was executed by Officer A. Hoffmann

Crime: Assault with intent to commit sexual abuse, Location: Dubuque, Conviction date: 2004-02-13, Offender’s age: 19, Victim’s age: 14 – 17 (Age), Victim’s sex: Female


Most recently, on November 18, 2024, James Clark Forrester, a 65-year-old from Dubuque, was arrested at 770 Iowa Street at approximately 2:53 PM. Forrester faces charges of Failure to Comply with the Sex Offender Registry – 2nd Offense, a felony

Both individuals are currently being held pending further legal proceedings. These arrests underscore the importance of adherence to legal requirements designed to protect public safety and ensure accountability.
