Dubuque Police charged Marquis Flowers, 19, with participating in a riot. He was one of 5 teens involved in a fight on the sidewalk near the Alta Vista Campus that spilled into the street and on the opposite sidewalk, finally being broken up by police and staff Friday.
Police have suspects, so look for more arrests.
