Dubuque Police have released the identity of the deceased victim in Saturday night’s shooting, as Taiwan Marcus Jackson Jr.

In video footage obtained by Dubuque Police, it shows Evens shooting Jackson in the back of the head and shooting him two more times in the face.

The incident happened in the backyard of a relative during a birthday party.

Evans is on a 2 million dollar bond
held at Dubuque County Jail.
