Dubuque Police took Gemarr Scott, 18, to the Dubuque Law Enforcement Center Saturday morning, charging him with eluding – Speeds over 25 over the speed limit, after a chase that started in the 2500 block of Jackson Street and end in the alley in the 2000 block of White Street.
