The City of Dubuque is inviting residents and other community stakeholders to share their perspectives as the process of selecting Dubuque’s next city manager continues. Stakeholders may provide input through an online survey, which will help inform the recruitment process and identify the leadership qualities, experience, and priorities that are important for Dubuque’s next city manager.

Mike Van Milligen, who has served in the role for more than 30 years, announced his May 2027 retirement in late 2025. The Dubuque City Council is leading the recruitment process, with assistance from City staff and an executive recruitment consultant, GMP.

As part of the recruitment process, the City is seeking perspectives from residents and individuals representing local businesses, nonprofit organizations, community groups, boards, commissions, and other organizations that interact and contribute to the Dubuque community. The survey will remain open through Sunday, Nov. 15.

A public reception where community members can meet finalist candidates is planned for March, with the date and additional details to be announced.
