DUBUQUE, Iowa — The Dubuque City Council meets tonight, Monday, November 2, 2026, at 6:30 p.m. in the second-floor Council Chambers of the Historic Federal Building, 350 W. 6th Street. The agenda runs from proclamations and a long consent calendar through five public hearings and six action items, closing with a closed session on a real estate matter.
The biggest financial item is a public hearing on general obligation loan agreements. The council set the hearing on October 19, 2026, on up to $22.25 million in general obligation bonds, Series 2026A/B, with the bond sale date set for November 16, 2026. Tonight’s resolution would take additional action on the loan agreements, combine them, authorize a preliminary official statement, and set the sale.
Two urban renewal plans are also up for public hearings. The council will hear the amended and restated urban renewal plan, Version 2026.1, for the Sky Blue Housing Urban Renewal Area, and the amended and restated plan, Version 2026.1, for the Dubuque Technology Park Urban Renewal Area. Related action items would repeal the existing Sky Blue tax-division ordinance and adopt new tax increment financing ordinances for the Sky Blue area and for Subarea D of the Technology Park area.
A third hearing covers the ImOn Ice Arena cooling tower replacement project, including approval of plans, specifications, and the form of contract. The project was listed earlier at $225,000. A fourth hearing covers a revised administrative plan for the Housing Choice Voucher Program, the federally funded rental assistance program administered through the city’s public housing authority.
Among the action items, the city manager will present information on the current state of the city’s support for community efforts addressing unhoused residents. The council will also consider authorizing a request for qualifications for a space needs analysis and concept design study for first-floor City Hall space at 1398 Central Avenue, the former Dubuque Bank & Trust building the council voted October 19, 2026, to purchase. An update on The Jule network redesign study, funded through an Areas of Persistent Poverty grant, is also on the agenda as a presentation.
The consent calendar includes the 2026-2027 school resource officer agreement with the Dubuque Community School District, $10,000 in Community Support and Empowerment Grants to Convivium Urban Farmstead, ElevateHER Network, Inc., Mindful Minutes, and the Red Basket Project of Dubuque, property tax appeal settlement notices for Conlon Enterprises, Walmart and Sam’s Real Estate Business Trust, and Kwik Trip, and an application to the Iowa Department of Transportation’s VW Settlement Fund.
The meeting opens with proclamations for Hospice and Palliative Care Month and for National Philanthropy Day on November 15, 2026. Three future hearings are set for November 16, 2026: a T-Mobile communications facility license for the West Third Street cell tower, a third amendment to a lease agreement, and the first amendment to the fiscal year 2027 budget. The council will also review an application from Lynn Sutton for a three-year term on the Resilient Community Advisory Commission.
Members of the public may address the council on action items during the public input portion of the meeting. No votes have been taken yet; outcomes from tonight’s meeting are pending.
